1.  Bill Number and Sponsor:

 

     House Bill No. 4139

     Representative Rivet, et al

 

2.  Purpose:

 

To amend 1994 PA 451, Sec. 43536a (MCL 324.43536a), the Natural Resources and     Environmental Protection Act, by expanding the types of documents acceptable for members     of the armed forces to establish eligibility for discounted military hunting and fishing licenses.

 

3.  How Does This Legislation Impact Current Programs in the Department?

 

This bill allows members of the armed forces to provide documents in lieu of leave papers in the form of duty papers, military orders, or other evidence acceptable to the Department of Natural Resources (DNR) verifying that he or she is stationed outside of this State.  This bill would have minimal impact on current programs.  DNR personnel would have to be able to interpret many different types of military documents.

 

4.  Introduced at Agency Request?

 

     No.

 

5.  Agency Support?

 

Yes.  This bill would allow additional military documents to be accepted by the DNR as proof of eligibility for the $1.00 military license.  It would make it easier for military personnel to obtain the license.

 

6.  Arguments Against the Bill:

 

     None.

 

7.  Arguments for the Bill:

 

Expansion of the acceptable military documentation could provide additional hunting and fishing opportunities for military personnel without significant financial impact to the DNR’s programs.


 

8.  State Revenue/Budgetary Implications:

 

The annual revenue to the Game and Fish Fund would be reduced, but not by a significant amount.  There were 2,144 military licenses sold during the years 1997 through 2001.  Game and Fish revenues were reduced approximately $28,000 because of military licenses during this period.  Data is not available to estimate how many more military licenses would be sold by expanding the types of documents accepted by the DNR.
