POSITION

The Department opposes this legislation.

 

PROBLEM/BACKGROUND

 

The Retail Sales System (RSS) was created and is maintained by revenues from the sale of hunting and fishing licenses.  This system has never been used to collect funds for a non-profit organization. 

DESCRIPTION OF BILL

The bill would amend the Natural Resources and Environmental Protection Act to allow individuals to donate $1.00 to the organization Michigan Sportsmen Against Hunger while purchasing a hunting or fishing license from the Department’s Retail Sales System (RSS).

SUMMARY OF ARGUMENTS

Pro

The incorporation of accepting donations through the RSS could provide an accurate and timely method of collection.

Con

The incorporation of accepting donations through the RSS would create additional work for RSS and budgetary staff to:  balance, reconcile, and report activity to the fund.  There are no funds allocated to support this additional effort.

 

Additionally, this may cause other special interest and non-profit groups to request a similar opportunity to meet their fund raising goals.
